I was commissioned to make a pair of Wonder Woman boot toppers. I first designed a paper template and then cut the shapes out of 3mm eva. In order to make it look more three-dimensional I cut the bottom two pieces taller than needed and overlapped them with each previous layer- sort of dragon scale like. I glued the pieces onto a foam backer and smoothed the edges with a dremel after cutting it all out. It was then hand painted with metallic silver acrylic paint.
